TITLE: Business Systems Analyst, Positively Cleveland (PC/CVB)

Under general supervision, the Business Systems Analyst PC/CVB is responsible for coordinating IS projects with management, users, IS staff and vendors. The Business Systems Analyst PC/CVB serves as a project leader, with overall responsibility for project implementation. The Business Systems Analyst PC/CVB has overall responsibility for all information systems-related activities for specific client departments. Client support includes continual analysis of departmental systems with focus on adding value to all processes.
NATURE AND SCOPE Position is based in the Shared Services department. Incumbent is assigned the responsibility of implementation of Information System projects and support activities for specific client departments in the system. Incumbent interacts with all levels of personnel, in particular with users in assigned client department(s), and with vendors. Incumbent reports to the Director of Systems Development and Support.
PRINCIPAL ACCOUNTABILITIES
Manages the DBS applications for client departments and acts as the key technical liaison between computer systems users, vendors and Information Services.
Provides project management and support for computerized departmental systems and related projects.
Acts as primary contact for all application systems problems.
Analyzes and documents problem, recommends solution, initiates corrective actions, follows up on problem resolution and informs clients of status.
Monitors user proficiency in DBS applications and provides on-going training.
Insures that users are kept informed of all system updates; and updates are fully tested before moving into production.
Coordinates application enhancements to existing computer systems: including analysis, design specifications and liaison between vendors and clients.
Appropriate cost-benefit analysis is conducted on enhancements or modifications.
Adheres client department polices on information security and confidentiality.
Serves as the information resource for client users; including determination of the most appropriate data source, providing or arranging application-based report writing, or educating users to retrieve the information themselves.
Provides training and development support to client users on system modifications and enhancements.
Coordinates the inclusion of other staff and technical resources as necessary.
Will serve as project coordinator for in-house development or implementation of vendor-based automated systems.
Formulates system scope and design objectives through research and fact finding to configure vendor-maintained systems or develop and modify in-house systems.
Prepares detailed specifications from which vendor systems are configured and/or programs written.
May lead or serve on technical teams within the Shared Services Department which, through teamwork, contributes to positive outcomes for client departments.
May be responsible for assigned technical aspects of conversions, file expansions and interfaces.
Supports the organizational initiative of process re-engineering by involving client departments in process flow analysis and work-re-design, with emphasis on the effective utilization of the DBS information systems or other information technologies to improve organizational performance.
Remains knowledgeable of operations and the computer systems within the client department to provide comprehensive support.
Applies various analysis tools and techniques to increase quality, productivity, and overall effectiveness of client departments.
Serves as an Information Technology consultant to client users.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree in Business Administration. Computer Science or related field, with emphasis of study in systems analysis and design of software solutions required
Minimum of three years experience in systems analysis and/or programming required, with project management or leadership responsibilities highly desired.
Must have advanced skills and experience in oral and written communication including analysis, preparation and report presentation.
Must have ability to communicate, motivate, and organize projects among a broad spectrum of personnel, frequently under deadline pressure.
Knowledge of personal computers and PC application and development software desired.
